Pls sign this online petition To: The Chief Information Commissioners and Information Commissioners of Central and State Information Commissions Subject - Coming close to the people by avoiding RED LIGHT on your car Sir, All the citizen of India would be celebrating the Fifth anniversary of the RTI Act on 12th of October 2010. This occasion would be remembered as a significant step towards strengthening the common man’s access to the fundamental rights given by the Constitution of India. This particular day would hold the honour of being the occasion for empowerment of the common man to enjoy more democratic space and rights. But on the contrary, this day would also make us realize the fact that some of the Information Commissions or Commissioners have not stood up to the expectation of general public. In fact some of them have disappointed the real essence of the RTI Act. Some of them have been accused of being unconstitutionally liberal to the government officers and total ignorance of the provisions of RTI Act has also been reported at some places. Moreover there are certain Commissions who have denied disclosing their decisions. This in turn is a major setback in the direction of building an environment of Transparency and Accountability where a common man is empowered and entitled to avail all the desired information. It can be quoted that when the sailor intends to sink the ship, which will save the crew!!! It�s high time now when the role and responsibilities of Information Commissioners should be seriously discussed. The RTI activists from all the corners of the country are raising their voices in this concern. Thus, it is now the turn of Information Commissioners to realize their responsibilities and take some effective and impressive action as to safeguard the intentions and benefits of this Act. We all hope that there are some Information Commissioners at states and central level, who do not consider this designation merely as an authority for money, power and honour but they are aware that their designation holds a duty towards the democracy and the citizens. All such Chief Information Commissioners and Information Commissioners are requested to take a pledge on 5th anniversary of the RTI act: 1. To stop using the Red Lights on Cars as this is a symbol of discrimination with the citizen. 2. To stop taking body guards. 3. To disclose own assets so that the accountability parameters may be strengthened. We hope that you would join hands for the campaign of making the Information Commission as the most prestigious organization responsible for proper implementation of the various provisions of the RTI Act and making it more public oriented and accountable so that this Act may prevail and better known as People’s Act and the Information Commissions may eagerly work/enact in the general interest of public. -Dr. Vishnu Rajgadia (Secretary, Jharkhand RTI Forum ) IN HINDI केंद्रीय एवं राज्य मुख्य सूचना आयुक्त एवं सूचना आयुक्तों से एक निवेदन वाहन पर लाल बत्ती का उपयोग बंद करें और नागरिकों के करीब आएं मान्यवर 12 अक्तूबर 2010 को भारत के नागरिक सूचना का अधिकार कानून की पांचवीं वर्षगांठ मनाएंगे। यह अवसर भारतीय नागरिकों को संविधान प्रदत्त मौलिक अधिकारों की प्राप्ति की दिशा में अधिकाधिक समर्थ बनाने के ऐतिहासिक दिवस के बतौर याद किया जायेगा। यह दिन आम आदमी को अधिकाधिक लोकतांत्रिक अधिकारों से लैस करने की दिशा में ठोस कदम बढ़ाने का गौरवपूर्ण अवसर होगा। लेकिन यही दिन इस कसक का भी होगा कि देश और राज्यों के कतिपय सूचना आयोग या सूचना आयुक्त विगत पांच वर्षों में नागरिकों की अपेक्षाओं पर खरे नहीं उतरे हैं। यहां तक कि कुछ सूचना आयोगों या सूचना आयुक्तों से गंभीर निराशा भी हाथ लगी है। कहीं अधिकारियों के प्रति अत्यधिक नम्र रवैया अपनाते हुए सूचना कानून के प्रावधानों का खुला उल्लघन जारी रखने की शिकायत आती है तो कहीं अनियमितता के गंभीर आरोप सामने आते है। हद यह कि इस देश में ऐसे भी सूचना आयोग हैं जो अपने फैसलों को सावर्जनिक नहीं करने पर अड़े हैं। इसके कारण सूचना कानून के सहारे भारतीय नागरिकों को संबल प्रदान करने और पारदर्शिता व जवाबदेही का परिवेश निर्मित करने के महान उद्देश्य को गहरे नुकसान का सामना करना पड़ रहा है। कहा जा रहा है कि जब नाविक ही नाव को डुबोयेगा तो उसे कौन बचा सकता है। अतः समय आ गया है जब सूचना आयोगों की भूमिका पर गंभीर चर्चा हो और एक कारगर रास्ता निकले। देश भर के सूचनाधिकार कार्यकत्र्ता विभिन्न रूपों में इस पर सवाल कर रहे हैं। लिहाजा, स्वयं सूचना आयुक्तों का कर्तव्य बनता है कि इस दिशा में कारगर पहल हो। हमें उम्मीद है कि देश और राज्यांे में ऐसे मुख्य सूचना आयुक्तों, सूचना आयुक्तों की कमी नहीं जो इस पद को महज पैसे, पावर और प्रतिष्ठा की नौकरी नहीं बल्कि इस लोकतंत्र और इसके नागरिक के प्रति एक दायित्व के बतौर देखते होंगे। ऐसे सभी मुख्य सूचना आयुक्तों/सूचना आयुक्तांे से निवेदन है कि वह 12 अक्तूबर 2010 को सूचना कानून की पांचवीं वर्षगांठ पर निम्नांकित बिंदुओं की स्वयंघोषणा करें- 1. आप स्वेच्छा से अपने वाहनों पर लाल बत्ती का उपयोग करना बंद करें क्योंकि ऐसे प्रतीक चिह्न हमें नागरिक से श्रेष्ठ नस्ल का कोई जीव होने का बोध कराते हैं। 2. आप स्वेच्छा से अपने साथ अंगरक्षक रखना बंद कर दंे। 3. आप स्वेच्छा से अपनी संपत्ति की सार्वजनिक घोषणा करें। आशा है, सूचना का अधिकार के प्रावधानों एवं इसकी भावना के समुचित अनुपालन की दिशा में सर्वाधिक महत्वपूर्ण संस्था सूचना आयोग को वास्तविक गरिमा प्रदान करने और इस जनोन्मुखी बनाते हुए नागरिकों के प्रति अपने दायित्य का एहसास करने की दिशा में आप ठोस कदम उठायेंगे। ONLINE PETITION
